Earl brings over 31 years of professional Law Enforcement experience to the Private Eyes Organization. Earl served with the Greenville NC Police Department for 22.5 years and Pinehurst NC Police Department for 8.5 years as Chief of Police before retiring in 2020. Earl has investigated and supervised the investigation and prosecution of several complex investigations including all categories of NIBRS Crimes ranging from Crimes against Persons, Crimes Against Property, Crimes Against Society, Narcotics Violations and Violent Crimes. Earl was awarded the State of North Carolina’s “Order of the Long Leaf Pine” with the rank of “Ambassador Extraordinary” by Governor Roy Cooper for over 30 years of professional and volunteer service to the citizens of the state of North Carolina.
Advanced Managerial Training:
Earl is a graduate of the FBI National Academy’s 226 th Session, a graduate of the FBI LEEDA program and has received advanced training from the FBI Behavioral Science’s Unit on Identifying and Investigating Gangs, Developmental Issues and Criminal Behavior.

March 11, 1990, Commendation for Outstanding Police Performance during a narcotics investigation.
May 13, 1991, Commendation for “Operation End it”, a Targeted Crime Prevention program designed to reduce violence in West Greenville NC.
April 15, 1996, Recognized as the Pitt County Chapter Optimist International Law Enforcement Officer of the Year.
April 12, 1997, Recognized as the Pitt County Chapter Optimist International Law Enforcement Officer of the Year.
April 27, 1997, awarded the Police Medal for an act involving grave personal danger in the line of duty for the apprehension of an armed homicide suspect while taking direct fire from the suspect during the encounter.
May 15, 1998, awarded Outstanding Police Performance Medal for the supervision of surveillance operation and subsequent arrest of armed robbery suspects.
June 19, 1998, awarded the City of Greenville’s Excellence Award for recognition of outstanding performance, contribution, and dedicated service to the citizens of Greenville NC.
May 17, 2002, awarded the Outstanding Police Performance Medal for the successful face to face close negotiations with an armed suspect threatening suicide by cop and holding a hostage. The suspect released the hostage and eventually agreed to surrender, but only directly to me.
May 15, 2007, awarded the Greenville – Pitt County Chamber of Commerce Law Enforcement Officer of the Year.
United States Secret Service Certificate of Appreciation in special recognition for efforts and superior contributions to the law enforcement responsibilities of the United States Secret Service by serving as the Greenville Police Department security detail coordinator and lead liaison to the US Secret Service during the 2009 US presidential campaign.
During that time period, Earl was responsible for planning, organizing and scheduling the local law enforcement resources and responsibilities pertaining to the presidential candidate related protection details during the respective Greenville NC stops for each of the following candidates and dignitaries: Alaska Governor Sarah Palin, Secretary of State Hillary Clinton, President Bill Clinton, Vice President Joseph Biden, and President Barack Obama This award was issued in 2009 in the city of Washington DC and presented to Earl by the authority of the USSS Director Mark Sullivan.
